Evaluations and consultations have demonstrated that partners expect UNDP to elevate its role as convener and advocate as much as, if not more than, a programme provider. To accelerate and significantly scale up results, UNDP will help governments to place gender equality at the core of political, economic and environmental dialogues and decisions. We stand ready to play this role including in opening difficult conversations around power imbalances and the distribution of resources. Overall, progress has been slow and there is a strong need for further policy action to close gender gaps in education, employment, entrepreneurship and public life.

In every society in which it is practiced, female genital mutilation is a manifestation of deeply entrenched gender inequality. Where it is widely practiced, FGM is supported by both men and women, usually without question, and anyone that does not follow the norm may face condemnation, harassment and ostracism. It may be difficult for families to abandon the practice without support from the wider community. In fact, it is often practiced even when it is known to inflict harm upon girls because the perceived social benefits of the practice are deemed higher than its disadvantages.
